Decree of the GUMBAYNGGIRR SOVEREIGNS
As sovereign people of the Gumbaynggirr nation, and as the governing body representing our community, we hereby declare our intent to take management of all crown lands, reserves, and national parks within our traditional territory.
We assert our inherent right to self-governance and the protection of our lands, waters, airways, animal totems, songlines and resources. We will work towards the sustainable management and conservation of these areas, in accordance with our cultural values and traditional knowledge.
We call upon the government and relevant authorities to recognize and respect our sovereignty and support our efforts to manage and protect these lands for the benefit of our people and future generations. This decree is a reaffirmation of our commitment to upholding our responsibilities as owners of the Gumbaynggirr Land and exercising our rights as a sovereign Indigenous nation.

Gumbaynggirr Lore/law Enforment Act Preamble
the legislative act for the Gumbaynggirr Independent Government for Law Enforcement to keep the peace and protect people’s rights: Title: Gumbaynggirr Law Enforcement and Rights Protection Act Preamble: In recognition of the inherent rights and freedoms of the Gumbaynggirr people and the need to maintain peace, security, and justice within our community, this Act is established to create a comprehensive framework for law enforcement and the protection of individual rights.
Chapter 1: Law Enforcement Section 1: Establishment of Law Enforcement Agencies 1.1. The Gumbaynggirr Independent Government (GIG) shall establish law enforcement agencies responsible for maintaining peace, security, and order within the Gumbaynggirr territory.
1.2. Law enforcement agencies shall carry out their duties in a fair, impartial, and transparent manner, with respect for human rights and cultural sensitivity. Section 2: Powers and Duties of Law Enforcement Agencies
2.1. Law enforcement agencies shall have the power to investigate, prevent, and detect criminal activities within the Gumbaynggirr community.
2.2. Law enforcement agencies shall have the authority to arrest, detain, and prosecute individuals suspected of committing criminal offenses, in accordance with Gumbaynggirr laws and procedures.
2.3. Law enforcement agencies shall work collaboratively with other relevant local, national, and international law enforcement agencies to combat crime and maintain public safety.
Chapter 2: Rights Protection Section 1: Protection of Individual Rights 1.1. The GIG recognizes and upholds the inherent rights and freedoms of all individuals within the Gumbaynggirr community, including but not limited to the rights to life, liberty, security, equality, privacy, and freedom of expression.

Gumbaynggirr Independent Government Legislation and Bylaws Act
Preamble: Recognizing the inherent right of the Gumbaynggirr people to self-determination and self-governance,
the Gumbaynggirr Independent Government (GIG) hereby establishes this Act to provide a legal framework for the enactment of legislation and bylaws for the Gumbaynggirr community.
Section 1: Definitions 1.1 Gumbaynggirr Independent Government (GIG) - referring to the autonomous governing body established by the Gumbaynggirr community.
1.2 Legislation - any rule, regulation, or law enacted by the GIG for the purpose of governing the Gumbaynggirr community.
1.3 Bylaws - specific rules and regulations enacted by the GIG to address local issues, governance matters, or community-specific needs. Section
2: Powers and Responsibilities
2.1 The GIG shall have the power to enact legislation and bylaws concerning land, resources, culture, language, education, health, justice, governance, and any other matters deemed essential for the development and well-being of the Gumbaynggirr community.
2.2 The GIG shall exercise its power in a manner that respects Gumbaynggirr traditions, customs, and rights, as well as any applicable national or international laws.
Section 3: Legislative Process
3.1 The GIG shall establish a transparent and inclusive legislative process to ensure community participation and accountability in the enactment of legislation and bylaws.
3.2 All proposed legislation and bylaws shall be subject to community consultations, allowing community members to provide input and feedback.

Section 5: Review and Amendment
5.1 The GIG shall regularly review and evaluate enacted legislation and bylaws to ensure their effectiveness and relevance.
5.2 The GIG may amend or repeal legislation or bylaws as necessary, subject to community consultations and considerations.
Section 6: Repeal of Inconsistent Laws
6.1 Any existing laws or provisions that are inconsistent with this Act or enacted legislation and bylaws shall be repealed or amended to align with the new legal framework established by the GIG. Section 7: Severability
7.1 If any provision of this Act is found to be invalid, unlawful, or unenforceable, such provision shall be severed from the Act without affecting the remaining provisions, which shall continue to be valid and enforceable.
Section 8: Commencement
8.1 This Act shall come into effect upon approval and shall be the primary legal framework for the enactment of legislation and bylaws by the Gumbaynggirr Independent Government.
Section 9: Transitional Provisions
9.1 The GIG may establish transitional provisions to facilitate the smooth implementation of this Act and a seamless transition from existing governance structures.
Section 10: Short Title
10.1 This Act may be cited as the "Gumbaynggirr Independent Government Legislation and Bylaws Act." We, the Gumbaynggirr Independent Government, hereby enact this legislation to further the self-determination and self-governance of the Gumbaynggirr community.

Title: Gumbaynggirr Local Tribal Governance Act Preamble:
Recognizing the inherent rights of the Gumbaynggirr Nation and its members to self-determination and self-governance, this legislation aims to establish a local tribal governance system in order to empower the Gumbaynggirr people, promote cultural preservation, and provide effective governance within the Gumbaynggirr community.
Section 1: Establishment
1.1 The Gumbaynggirr Local Tribal Governance (GLTG) is hereby established as the governing body responsible for local administration and decision-making within the Gumbaynggirr community.
1.2 The GLTG shall operate as an independent extended entity of the Gumbaynggirr government , to carry out the duties and responsibilities as outlined in this Act. Section
2: Objectives
2.1 The primary objectives of the GLTG are as follows: a) To promote the health, wellbeing, and socioeconomic development of the Gumbaynggirr Nation. b) To preserve and protect the cultural heritage, traditions, and language of the Gumbaynggirr people. c) To provide effective governance, decision-making, and services at the local tribal level. d) To collaborate and engage with external bodies, organizations, and government entities for the benefit of the Gumbaynggirr community.
Section 3: Governance Structure
3.1 The GLTG shall operate under the principles of participatory democracy, transparency, and accountability.
3.2 The GLTG shall consist of elected representatives from within the Gumbaynggirr community who will collectively form the Tribal Council.
3.3 The Tribal Council shall have the authority to make decisions on matters relating to the Gumbaynggirr community, including but not limited to: a) Resource management and land stewardship. b) Education and cultural preservation. c) Healthcare and social services. d) Economic development and employment opportunities. e) Legal matters and dispute resolution within the community.
Section 4: Elections
4.1 Elections for the Tribal Council members shall be held every [specify time frame] in accordance with the Gumbaynggirr Electoral Code, which shall be adopted by the Tribal Council.
4.2 The Gumbaynggirr community members who are of legal voting age shall have the right to vote and stand for election to the Tribal Council.
Section 5: Powers and Responsibilities
5.1 The GLTG shall have the powers and responsibilities to: a) Develop and implement policies, strategies, and plans for the governance and development of the Gumbaynggirr community. b) Manage and administer the resources, land, and assets held by the Gumbaynggirr community in accordance with applicable laws and regulations. c) Advocate for the rights and interests of the Gumbaynggirr community at local, regional, and national levels. d) Establish committees, sub-committees, or working groups as necessary to support and enhance the governance and decision-making processes.
Section 6: Funding
6.1 The GLTG shall receive funding from various sources, including but not limited to: a) Gumbaynggirr Government grants and allocations. b) Contributions from the Gumbaynggirr community. c) Donations from individuals, organizations, and institutions supporting the objectives of the GLTG. Section
7: Reporting and Accountability
7.1 The GLTG shall submit annual reports to the Gumbaynggirr government ,documenting the activities and achievements of the Tribal Council.
7.2 The GLTG shall be subject to regular financial audits to ensure transparency, accountability, and compliance with financial regulations.
Section 8: Amendments
8.1 This Act may be amended by the Tribal Council after proper consultation with the Gumbaynggirr community and Government in accordance with the governance principles stated in this Act.
Section 9: Enactment
9.1 This Act shall come into effect upon its passage by the Gumbaynggirr Sovereign Parliament and subsequent approval by the appropriate legal authorities.
9.2 Any laws or provisions that are inconsistent with this Act shall be considered null and void to the extent of the inconsistency. Title: Gumbaynggirr Free Travel and Custodianship Rights Act Preamble:
This Gumbaynggirr Government Legislation is enacted to protect the rights of the Gumbaynggirr National Sovereign people to access any roads or highways and travel freely along too or from their ancestral lands, sea, waters, rivers, songlines , and air, this legislation is considered official, legal and Lorefull.
This legislation is enacted to recognize and protect the rights of the Gumbaynggirr National people to freely access any road, highways, tracks or causeway to travel freely along too or from their ancestral lands, sea, waters, rivers, songlines, and air. It affirms the intrinsic connection of the Gumbaynggirr people to their culture, lore, and country.
Section 1: Definitions 1.1 "Gumbaynggirr people" refers to the original indigenous inhabitants of the Gumbaynggirr Nation, including all individuals recognized as such by the Gumbaynggirr government.
1.2 "Ancestral lands" refers to the traditional territories of the Gumbaynggirr people as recognized by the Gumbaynggirr government.
1.3 "Songlines" refers to the traditional spiritual paths that traverse the country and hold cultural and historical significance for the Gumbaynggirr people.
1.4 "Custodianship rights" refers to the Gumbaynggirr peole's and Government responsibilities and obligations to care for and protect their ancestral lands, waters, and cultural heritage.
Section 2: Rights of Free Travel in vehicles, : Definition- A vehicle (from Latin vehiculum)[1] is a piece of equipment designed to transport people, cargo or both. Vehicles include wagons, bicycles, motor vehicles (for example, motorcycles, motor cars, trucks, buses and powered wheelchairs and scooters for disabled people), railed vehicles (trains, trams), watercraft (ships, boats, underwater vehicles), amphibious vehicles (screw-propelled vehicles, hovercraft), aircraft (planes, helicopters, aerostats) and spacecraft.
[2] A bus, a common form of vehicles used for public transport. Subsection-2 : Vehicle Operator- A vehicle operator is classed as a National, Man , Woman or Human Entity .
2.1 The Gumbaynggirr Government and people have the right to travel freely in any appropriate vehicles to access any Road, Track or Causeway to and from their ancestral lands, sea, waters, rivers, songlines, and air for cultural, spiritual, educational, and traditional purposes, as well as for maintaining the connection to their country and heritage.
2.2 The Gumbaynggirr Government and people have the right to access and visit culturally significant sites, sacred places, and other areas of cultural importance within their ancestral lands. 2.3 The Gumbaynggirr Government and people have the right to conduct cultural ceremonies, rituals, and practices in accordance with their customary lore.
2.4 The Gumbaynggirr Government and people have the right to fish, hunt, gather, and engage in traditional activities on their ancestral lands and waters, in adherence to sustainable practices and relevant regulations.
Section 3: Custodianship Responsibilities
3.1 The Gumbaynggirr Government and people have the right and responsibility to protect, conserve, and manage their cultural heritage, including sacred sites, rock art, artifacts, and cultural landscapes.
3.2 The Gumbaynggirr Government and people have the right to maintain and transmit their customary lore, knowledge, and practices to future generations.
3.3 The Gumbaynggirr Government and people have the right to participate in decision-making processes regarding land and resource management within their ancestral lands.
Section 4: Collaboration and Consultation with the Gumbaynggirr Government and People.
4.1 Government agencies, organizations, and individuals must consult and collaborate with the Gumbaynggirr people and Gumbaynggirr Government in matters relating to land management, development, and cultural heritage protection.
4.2 Prior informed consent must be obtained from the Gumbaynggirr people and Gumbaynggirr Government for any activities, projects, or initiatives that may impact their ancestral lands, waters, and cultural practices.
4.3 The Gumbaynggirr government should establish mechanisms to engage and consult with the Gumbaynggirr people, including the establishment of cultural governance bodies and the provision of cultural awareness training.
Section 5: Offenses and Penalties
5.1 Any person or entity found to have violated the Gumbaynggirr Constitutional rights and interests of the Gumbaynggirr people under this legislation may be liable for penalties, fines, or other legal consequences, as determined by relevant authorities.
5.2 Any destruction, desecration, or unauthorized alteration of culturally significant sites, artifacts, or landscapes will be considered an offense and may result in legal action.
Section 6: Dispute Resolution 6.1 Disputes arising from the interpretation or implementation of this legislation should be resolved through a consultative and collaborative process between the Gumbaynggirr people, legal authorities, and relevant stakeholders, with a focus on cultural sensitivity and respect.
This legislation is intended to provide a broad framework for recognizing and protecting the rights of the Gumbaynggirr people to free travel and custodianship over their ancestral lands, waters, rivers, songlines, and air.
