Decree of the GUMBAYNGGIRR SOVEREIGNS
As sovereign people of the Gumbaynggirr nation, and as the governing body representing our community, we hereby declare our intent to take management of all crown lands, reserves, and national parks within our traditional territory.
We assert our inherent right to self-governance and the protection of our lands, waters, airways, animal totems, songlines and resources. We will work towards the sustainable management and conservation of these areas, in accordance with our cultural values and traditional knowledge.
We call upon the government and relevant authorities to recognize and respect our sovereignty and support our efforts to manage and protect these lands for the benefit of our people and future generations. This decree is a reaffirmation of our commitment to upholding our responsibilities as owners of the Gumbaynggirr Land and exercising our rights as a sovereign Indigenous nation.

Gumbaynggirr Lore/law Enforment Act Preamble
the legislative act for the Gumbaynggirr Independent Government for Law Enforcement to keep the peace and protect people’s rights: Title: Gumbaynggirr Law Enforcement and Rights Protection Act Preamble: In recognition of the inherent rights and freedoms of the Gumbaynggirr people and the need to maintain peace, security, and justice within our community, this Act is established to create a comprehensive framework for law enforcement and the protection of individual rights.
Chapter 1: Law Enforcement Section 1: Establishment of Law Enforcement Agencies 1.1. The Gumbaynggirr Independent Government (GIG) shall establish law enforcement agencies responsible for maintaining peace, security, and order within the Gumbaynggirr territory.
1.2. Law enforcement agencies shall carry out their duties in a fair, impartial, and transparent manner, with respect for human rights and cultural sensitivity. Section 2: Powers and Duties of Law Enforcement Agencies
2.1. Law enforcement agencies shall have the power to investigate, prevent, and detect criminal activities within the Gumbaynggirr community.
2.2. Law enforcement agencies shall have the authority to arrest, detain, and prosecute individuals suspected of committing criminal offenses, in accordance with Gumbaynggirr laws and procedures.
2.3. Law enforcement agencies shall work collaboratively with other relevant local, national, and international law enforcement agencies to combat crime and maintain public safety.
Chapter 2: Rights Protection Section 1: Protection of Individual Rights 1.1. The GIG recognizes and upholds the inherent rights and freedoms of all individuals within the Gumbaynggirr community, including but not limited to the rights to life, liberty, security, equality, privacy, and freedom of expression.
1.2. The GIG shall take all necessary measures to protect and promote these rights, ensuring equal access to justice, fair treatment under the law, and redress for rights violations.
1.3. The GIG shall establish mechanisms for receiving and investigating complaints related to rights violations, providing remedies and holding accountable those responsible for such violations. Section 2: Strengthening Community Engagement
2.1. The GIG shall promote community participation and engagement in decision-making processes related to law enforcement and rights protection. 2.2. The GIG shall collaborate with community leaders, organizations, and individuals to develop and implement programs that educate and empower the community on their rights and responsibilities. Section

Gumbaynggirr Independent Government Legislation and Bylaws Act
Preamble: Recognizing the inherent right of the Gumbaynggirr people to self-determination and self-governance,
the Gumbaynggirr Independent Government (GIG) hereby establishes this Act to provide a legal framework for the enactment of legislation and bylaws for the Gumbaynggirr community.
Section 1: Definitions 1.1 Gumbaynggirr Independent Government (GIG) - referring to the autonomous governing body established by the Gumbaynggirr community.
1.2 Legislation - any rule, regulation, or law enacted by the GIG for the purpose of governing the Gumbaynggirr community.
1.3 Bylaws - specific rules and regulations enacted by the GIG to address local issues, governance matters, or community-specific needs. Section
2: Powers and Responsibilities
2.1 The GIG shall have the power to enact legislation and bylaws concerning land, resources, culture, language, education, health, justice, governance, and any other matters deemed essential for the development and well-being of the Gumbaynggirr community.
2.2 The GIG shall exercise its power in a manner that respects Gumbaynggirr traditions, customs, and rights, as well as any applicable national or international laws.
Section 3: Legislative Process
3.1 The GIG shall establish a transparent and inclusive legislative process to ensure community participation and accountability in the enactment of legislation and bylaws.

Section 9: Transitional Provisions
9.1 The GIG may establish transitional provisions to facilitate the smooth implementation of this Act and a seamless transition from existing governance structures.
Section 10: Short Title
10.1 This Act may be cited as the "Gumbaynggirr Independent Government Legislation and Bylaws Act." We, the Gumbaynggirr Independent Government, hereby enact this legislation to further the self-determination and self-governance of the Gumbaynggirr community.
